Tax Burden Shifts to the Middle
WashingtonPost.com Since 2001, Bush's tax cuts have shifted federal tax payments from the richest Americans to a wide swath of middle-class families, the Congressional Budget Office has found, a conclusion likely to roil the presidential election campaign. The CBO study found that the wealthiest 20 percent, whose incomes averaged $182,700 in 2001, saw their share of federal taxes drop from 64.4 percent of total tax payments in 2001 to 63.5 percent this year. The top 1 percent, earning $1.1 million, saw their share fall to 20.1 percent of the total, from 22.2 percent. Over that same period, taxpayers with incomes from around $51,500 to around $75,600 saw their share of federal tax payments increase. Households earning around $75,600 saw their tax burden jump the most, from 18.7 percent of all taxes to 19.5 percent. The analysis, requested in May by congressional Democrats, echoes similar studies by think tanks and Democratic activist groups. But the conclusions have heightened significance because of their source, a nonpartisan government agency headed by a former senior economist from the Bush White House, Douglas Holtz-Eakin. (more)

Former Texas Gov. Ann Richards Speaks to Iowa Union Meeting
Star-Telegram.com WATERLOO, Iowa - Former Texas Gov. Ann Richards told about 250 delegates at the Iowa Federation of Labor convention on Thursday that Bush's dismal job record means his time is up in the White House. ...Iowa Federation of Labor President Mark Smith echoed Richards' remarks about workers' concerns over health care costs eroding salary increases. "It's very common," Smith said. "Everybody goes to the bargaining table and they get hit with health care." Iowa suffered most in the manufacturing sector, hurting union membership, Smith said. The state reflects the rest of the nation with about 8 percent of workers being union members. The city of Cedar Rapids was one of the hardest hit with a number of small manufacturing companies closing over the last three years. The city's Local 831 Machinists and Aerospace Union has lost about half its members to layoffs in the last two years, among the worst in the state, Smith said. "If you talk to folks here, they worry about are they going to be able to keep their job? Are their kids going to be able to keep their job? Are they going to be able to retire?" Smith said. Topping the list of worries for Iowa workers is lack of jobs, outsourcing of jobs, health care, and no extension of unemployment. (more)

Harkin calls Cheney a 'Coward' and Criticizes 'Backdoor Draft'
Waterloo/Cedar Falls Courier DES MOINES -- Sen. Tom Harkin called Dick Cheney a "coward" for avoiding service in Vietnam and called on George W. Bush to end the "backdoor draft." The Iowa Democrat was responding Friday to the call-up of a Des Moines police officer who has already completed his eight-year military commitment. Harkin echoed comments earlier this week by Des Moines Police Chief William McCarthy, who said the military's treatment of Des Moines Police Officer Rodell Nydam was "evil." ...Harkin also shot back at Cheney, who said in a visit to Iowa on Tuesday that presidential candidate John Kerry lacks a basic understanding of the war on terrorism and cannot make America safer. [Harkin] noted that Cheney had several student deferments that allowed him to skip serving in Vietnam. "When I hear this coming from Dick Cheney, who was a coward, who would not serve during the Vietnam War, it makes my blood boil," Harkin said. "Those of us who served and those of us who went in the military don't like it when someone like a Dick Cheney comes out and he wants to be tough. Yeah, he'll be tough. He'll be tough with somebody else's blood, somebody else's kids. But not when it was his turn to go." (more)

From the Campaign Trail: John Drury Makes A Splash in Britt
A Report from Drury for Iowa Senate Another busy day on the campaign trail yesterday for the Drury Team at the National Hobo Convention in Britt. The day started early at 7:00 am readying for the parade and the booth on main street. By 8:30 am the booth was set up and then off to get ready for the parade. ![]() The Parade Crew lines up and readies to hand out 10,000 Jolly Ranchers...and they still ran out! That's John Drury in the blue shirt. This was a huge parade and John had two pickups decorated, covered with Drury, Johnson, Edwards and Kerry signs. The Hancock County Democrats added a couple vehicles of their own. The entire Democratic contingent covered a full block. Later in the day a tourist from Wisconsin commented that it was one of the best Democrat showings he had seen in a parade and he didn't even see the Republicans. Rumor has it that [Drury opponent] Gaskill was in the parade, but the only place we saw his car was sitting on a side street. Our booth was right in the middle of the action in downtown Britt...right in the middle between the carnival on one side, flea market to the other direction and food booths and pony rides down either side street. Later in the afternoon, Paul Johnson joined us at our booth to talk with people. ![]() Hobo Bill from Joplin, MO (left) with Dean Dozen pick John Drury We gave out approximately 20 gallons of ice water as the day ended up being comparatively warm after the cool weather of this past week. It was obvious many of the older folks and parents of young kids appreciated being able to get a free cold glass of water. We're not sure that the vendors selling water much appreciated us...but having to buy water still just doesn't quite seem right in Iowa. In addition to handing our John's literature and stickers, we also distributed Kerry/Edwards buttons and bumper stickers...and we ran out. Hope someone with the Kerry campaign is reading this and sends more...we can't get enough!
